Following the EU’s acknowledgement of the harm caused by institutionalisation and its commitment to supporting the shift from institutional to family- and community-based care, as well as the EU’s intention to foster Roma integration and inclusion, Lumos recommends that the next Framework addresses Roma children’s right to live with their families or, when this is not possible, in family- or community-based care.
