Finland is known for its high social inclusion and its participative society, striving to leave no one behind as far as living in a community is concerned. When it comes to deinstitutionalisation, Finland also shows strong indicators, having a very thorough strategy, including for example: numerical targets specifying the number of persons to deinstitutionalise or specific dates for completing deinstitutionalisation. Furthermore, Finland’s national disability and deinstitutionalisation strategies include a pledge not to build new institutions. Lumos welcomes these strong commitments by Finland in its deinstitutionalisation strategies.
This report outlines Lumos' recommendations to the Finnish Presidency of the Council of the EU: Protect, support and empower children and their families globally.
