Sucessive governments in Bulgaria were faced with the issue of di-institutionalisation of the residential care for children in their country.

With the support of the civil society and the media showing how damaging to the children this type of care is, the general opinion shifted towards the idea that change is needed in the way we support children at risk.

This was crystalised in 2010 when the Vision for Deinstitutionalisan was announced with the aim to close all institutions for children in Bulgaria by 2025.

In order to protect the progress to date and ensure that works continues, a network of 16 non-governmental organisations and charities joined forces in May 2013 and formed a coaltition called ‘Childhood 2025’.

Its aim being to ensure that the whole process of closing big residential institutions and developing a network of community-based services in a sustainable way, would not be derailed in the turbulent policitcal times and higlighting its main priority as being the development of individualised community-based care for each child participating in the process so far.

In order to achieve this, the Coalition formulated clear targets to and will take forward work plans in the following areas: Support to children and their families; Legislative framework; Funding and sustainability of the process and Management of the de-institutionalisation process.

The members of the Coalition are: Lumos, National network for children, For our children Foundation, Know-how center on alternative care for children, SOS Kinderdorf, De Passarel, Karin dom, Cedar Foundation, Hope and Homes, Bulgarian center for nonprofit law, Tulip Foundation, FICE Bulgaria, International Social Service, Equilibrium, Bulgarian association of clinical psychologists, BAPID.
