THE INITIATIVE
Community Living for Europe: Structural Funds Watch (CLE:SFW) is an independent initiative that was active between 2016 and 2019, by monitoring the implementation of the 2014-2020 European Structural and Investment Funds Regulations in the transition from institutional care to community-based living for all. More specifically, the aim of the initiative was to track how effectively the commitment of the ESIF to support community living of children, persons with disabilities and older persons was being implemented. In addition, the initiative sought to provide information on innovative uses of the funds in relation to community and family-based living and support services and outline the terms and conditions attached to the use of the ESIF.
The initiative was guided by a Steering Committee comprised of non-governmental organisations (NGOs), advocating for implementation of the ESIF regulations. Lumos was a member of the steering committee, and co-funded the initiative together with the Centre for Disability Law and Policy.
REPORTS
The Initiative produced two reports:
“Inclusion for all: achievements and challenges in using EU funds to support community living”, launched in November 2018 at the European Parliament.
and
“Opening up Communities, Closing down Institutions: Harnessing the European Structural and Investment Funds” launched in November 2017 at the European Parliament.
THE STEERING COMMITTEE
The Steering Committee consisted of the following members: Lumos, Age Platform Europe, European Disability Forum, European Foundation Centre, the European Expert Group on the Transition from Institutional to Community-based Care and Centre for Disability Law & Policy NUI Galway. The European Union Agency for Fundamental Rights (FRA), took part in the Steering Committee as an Observer.
The Steering Committee provided the overall strategic direction of the Initiative to ensure it addressed the implementation of the 2014-2020 Regulations for the European Structural and Investment Funds.
